Board of Managers
The Harris County Hospital District Board
of Managers comprises nine members appointed by the Harris County
Commissioners Court.
Mr. DonCarlos is currently the Mayor of Baytown. His other community activities include serving as member of Baytown Chamber of Commerce, member of the Board of Directors of the Texas Medical Center, Board Member of Baytown West Chambers County Economic Development Foundation; former Councilman, City of Baytown, former President of Baytown Rotary Club, former Board Member of Baytown Symphony Orchestra former Board Member of Baytown Sheltering Arms and former Board Member of Baytown Crime Stoppers.
She currently serves on the board of directors of New Hope Housing, Inc., WOMAN, Inc. and University of Houston Law Foundation. Her past affiliations have been with Leadership Texas Class of 2000, State Bar of Texas Committee on Opportunities for Minorities in the Profession, and the Houston Area Women's Center where she served on the Board of Directors.
He has been a member of the Northeast YMCA Board of Directors since 1981, and due to his many contributions, now annually awards the “Elvin Franklin Community Award”. He is a recipient of the “David Allen Award”, the highest service award presented by the greater Houston area YMCA. In 2000 the Texas House of Representatives honored him with a resolution for his personal achievements and community involvement. Harris County Commissioners Court proclaimed September 6, 2006 “Elvin Franklin, Jr. Day” for his contributions to the Harris County Hospital District Foundation.
Mr. Franklin will be inducted into the Grambling State University Alumni
Hall of Fame October 30, 2009.
Ms. Stiner is a professional consultant with 25 years of executive management and administrative experience. She is the former director for the City of Houston’s Housing Department. Ms. Stiner was formerly the head of the State of Texas Department of Housing and Community Affairs. She also held several other professional positions including positions with Neighborhood Centers, Inc., Harris County Hospital District and University Savings Association. Ms. Stiner attended Howard University and graduated from Prairie University A&M University where she received a Bachelor of Arts degree. She received her Master of Arts from Texas Southern University. Ms. Stiner is a member of The Church Without Walls and a Silver Member of Alpha Kappa Alpha Sorority, Inc.
George D. Santos, M.D.
Dr. Santos is the executive medical director of Texas West Oaks Hospital. He is board certified in general psychiatry and has been recognized as a distinguished fellow by the American Psychiatric Association. His professional organizations include American Medical Association, American Psychiatric Association, Texas Society of Psychiatric Physicians, Texas Foundation for Psychiatric Education and Research, Houston Psychiatric Society, Texas Medical Association, Harris County Medical Society, Texas Medical Foundation, American Neuropsychiatric Association and American College of Physician Executives. He has been elected and served as President of the Texas Society of Psychiatric Physicians and as the Chairman of the Harris County Medical Society Council of Hospital Chiefs of Staff. Dr. Santos received a Bachelor of Science degree from the University of Notre Dame. He received his medical degree from the University of Texas Medical School at Houston.
Atul Varadhachary, M.D., Ph.D. Dr. Atul Varadhachary is President & Chief Operating Officer of Agennix, Inc., a private biotechnology company involved in cancer research. Prior to joining Agennix in May 2001, Dr. Varadhachary was a Senior Engagement Manager in the Houston office of McKinsey & Co., serving in their Houston office since 1994. Dr. Varadhachary was a founding director of Pratham USA, a non-profit organization which supports literacy and primary education of underprivileged children in India and currently serves as its President. Pratham’s programs have received numerous international awards, including recognition as one of the most innovative and successful projects by the Global Development Network. As co-founder of Pratham Health in 1998, Varadhachary helped design and implement a major preventive health program for more than 50,000 preschool children living in the poorest slums of Mumbai for a cost of less than one dollar per child. Pratham Health has since been renamed Niramaya Health Foundation and Dr. Varadhachary serves on its board. Dr. Varadhachary served as the President of the Indo-American Chamber of Commerce of Greater Houston (IACCGH) from 2007 to 2009, and continues to serve on its board. He also serves on the Life Sciences Advisory Committees of the Houston Technology Center and of the University of Houston. Dr. Varadhachary is an Adjunct Professor at the Baylor College of Medicine and at the Jones Graduate School of Management at Rice University where he has been teaching the course on Entrepreneurship in Biotechnology since 2003. Dr. Varadhachary received his M.D. equivalent from the University of Bombay in 1987. He earned a Ph.D. in Physiology from the Johns Hopkins School of Medicine in Baltimore in 1992, followed by a postdoctoral fellowship in Biological Chemistry, also at Johns Hopkins.
